The Regulation stipulates that at least 10 per cent of the Corps, both active and reserve, should come from minority communities. Section four of that regulation states that in order to obtain registration, applicants must provide proof of third party liability insurance from a company acceptable to UNMIK.
The requirement for valid third party liability insurance has also been enforced at border crossings and within the Province.
However, as UNMIK will not publish a list of acceptable third-party liability insurance companies until 30 November, when temporary motor vehicle registration will commence, the enforcement of this section has been suspended until 30 November, or until UNMIK has approved insurance companies in accordance with the regulation. Regarding the upcoming vehicle registration process, all vehicles will be required to register and obtain UNMIK license plates, with the exemption of vehicles belonging to non-residents, and entities not located in Kosovo, possessing valid foreign registration papers and license plates.
Organizations working in Kosovo should, however, note that export plates are temporary and vehicles carrying them must be registered either abroad or locally with UNMIK. NGOs are not required to take any steps regarding registration until that time.
After undergoing a six-week basic training course, framed within the principles of democratic policing and human rights, the trainees will continue their schooling with 19 weeks of field training, together with UNMIK police officers, followed by additional in-service training. Addressing the trainees, Dr. Kouchner said " a professional police officer does not care whether the person he or she helps is a Serb or an Albanian, a Bosniak, Roma, or Turk.
