Honolulu police said a year-old woman died on Thursday at a Honolulu hospital. The development comes after a fifth person died on Tuesday, Jan. HPD said the investigation is continuing and 10 people have been arrested in connection with the blast but no charges have been filed.

Fevella added that legislators can pass all the laws that they want, but it is up to prosecutors and courts to hold those responsible to account.
